Celebrating a Year of Progress in Self-Directed Services 

2025 was a year of growth, innovation, and partnership for Self-Directed Services. This newsletter is dedicated to looking back at the milestones we achieved together and celebrating the families, individuals, and teams who made it possible. 

We want to express our heartfelt appreciation to everyone receiving waiver services and their families. Your perseverance and belief in the power of personalized supports have fueled the program’s remarkable progress. 

This year we introduced several updates to make the self-directed process easier and more efficient for families. Here's a quick recap:

Family Caregiver Option 

Legally Responsible Individuals (parents, guardians, spouses) can now be paid caregivers for Habilitation Training Specialist (HTS) services. Learn more by clicking this link: ​Legally Responsible Individual. 

Pay Rate Updates 

Mid-year pay rate changes are no longer allowed (effective June 1) to prevent delays. 

Training & Support 

Acumen offered training webinars on Direct Care Innovations (DCI), Legally Responsible Individual (LRI), vendor payments, Employee Identification Number (EIN) set up, and Electronic Visit Verification (EVV) compliance. Learn more by clicking this link: ​Oklahoma Self-Direction Training Materials.

Electronic Visit Verification (EVV) 

  • Required for all Habilitation Training Specialist (HTS) services starting Oct. 1. Entries must be made via the DCI app or landline (entries into the DCI portal are not compliant). 

  • The Oklahoma Health Care Authority (OHCA) established a goal of 90% compliance for EVV entries. Use the training link to access the EVV training for more info!

SDS 2025 Spotlight

Program Growth

SDS expanded from 215 participants (May 2022) to more than 1,300 participants as of November 2025—a 6x increase thanks to strong family and team partnerships.

Family Connections

The March SDS Family Meeting brought together 96 attendees for meaningful discussions and community building.

Vendor Expansion

  • We added 105 new SDS vendors this year! Explore options like camps, pottery classes, swim lessons, and music therapy. ​Click here to be directed to the DDS provider list. Please make sure you select 'Self-Directed Service Type' to help tailor your SDS options!

  • Remember: As an EOR, you can help shape opportunities by identifying and recruiting new vendors in your area to match individuals’ unique needs and interests.

Looking Ahead to 2026

New EOR Webinar Series

Launching in 2026 with topics designed to support Employers of Record (EOR), the Self-Directed Services (SDS) team at DDS is partnering with PossABLE to deliver an all-new training series for families choosing to self-direct their own waiver services. These new trainings will provide skill-specific education to you, the Employer of Record, in a series of quarterly webinars. Each training will address SDS program skills and knowledge to help you navigate and manage your services, supports, and staff with success. 

Be on the lookout for an email in January from possable@publicstrategies.com inviting you to register for a live virtual webinar training and submit questions ahead of time to be answered during this training.

Meet EOR Kathy Trout, who we interviewed on the new electronic process for submitting vendor payments through DCI!

Kathy works for the Down Syndrome Association of Central Oklahoma. She is the EOR for her daughter, who receives waivered services and has accessed Self-Directed Services for the past 4 years. She is a strong advocate and provides support for families coming off the waitlist.

Was the new electronic vendor payment process easier for you than submitting vendor payment requests by email to the Acumen vendor team?

Yes! The new electronic vendor payment process is so helpful! It’s also easy to attach the invoice. I believe this new option will help all EORs become more comfortable with the DCI portal and, as a result, make services run more efficiently for all of our loved ones receiving waivered services!

Did it reduce errors and decrease the back-and-forth emails with correction requests?

Yes, it reduces the rate of errors and helps the vendors get paid in a more timely manner.

Did you receive training on this new vendor payment option? 

Yes, these training videos can be found on the DCI portal. It’s important to attend or review one of the Acumen trainings on how the process works so the steps are clear. Thanks to Acumen and DDS for continually looking for ways to improve the process.
